The Merit-based Incentive Payment System (MIPS) program encourages physicians to report quality measures intended to improve care and show opportunities for improvement. Participation in the program, which informs value-based modifier calculations, is required to avoid payment reductions in the healthcare system. The program was formerly known as the Physician Quality Reporting System (PQRS).

To avoid those penalties, reporting is necessary for specific items in diagnostic radiology, interventional radiology, nuclear medicine and radiation oncology. For example, in one measurement, there is a minimum reporting requirement for final reports for procedures using fluoroscopy that document radiation exposure indices.
